國軍對藥物濫用防治策略成效之研究

國軍為落實政府的反毒政策，於2013年結合行政院「降低需求」、「抑制供需」反毒策略，訂頒「國軍毒品防制綱要計畫」，並採「防毒」、「拒毒」、「戒毒」及「緝毒」等分組方式，據以執行全軍反毒任務。惟近年肇生多起軍人販毒、吸毒案件，尤以2017年2月發生清泉崗基地毒品丟包案，震驚社會且引起各界關注。本研究先探討當前政府及國軍藥物濫用現況、成因及防治策略，以國軍藥物濫用防治策略成效的研究途徑出發，結合當前國軍毒品或藥物濫用防治策略及成效，主要包括「官兵素行管考」、「反毒教育宣導」、「厲行內部管理」、「強化尿液篩檢」、「嚴密毒品查緝」及「落實督導考核」等六項反毒策略，以問卷調查方式，藉以瞭解國軍毒品防治
執行成效，及國軍官兵對藥物濫用知識、態度與行為，以及探討藥物濫用知識、態度、行為與社會人口學因素及接觸藥物濫用宣導訊息之關係，進而對現行藥物濫用防治策略提出各方面修正之建議，提供國軍藥物濫用防治實務策略應用參考。本研究根據研究結果與分析，區分內、外部資源等面向提出建議，以達到「防毒阻漏」、「多元拒毒」、「專業戒治」、「截堵來源與供給」等效果，期盼能提供相關單位及後續研究之參考，使得毒品在國軍部隊無所遁形。
