在臺灣,地方創生主要在於協助地方發展特色,吸引產業進駐、人口回流,繁榮地方的計畫。因其為一項跨領域、綜整各界量能、由下而上,從社區需求到凝聚社區共識的工作。最主要在於蘇澳鎮地方創生的工作者,如何在在日常生活中與原本的產業條件下,進一步發展觀光與產業,當中,很重要的是資金的來源與金融工具的運用。除了政府政策端的產業規劃、資源匯整,以及協助找尋地方特色之外,最重要的資金來源主要是銀行借貸。而銀行在地方創生的角色當中,除了資金提供外,也包含了原有的中小企業輔導功能。地方創生如同新創事業,倘以銀行傳統徵授信流程評估地方創生者恐有資訊不足之處,讓貸予資金的銀行業者承擔較高的風險,帶進”KYC、KYP將

有助於風險控管及業務推展。目前銀行貸款政策中,廣泛應用於地方創生工作者貸款為青年創業及啟動金貸款項目,本文研究銀行透過前述貸款項目做為擴展新客源及培養未來殷實往來客戶基石,最終讓地方創生者成為蘇澳優質中小企業一份子。同時,蘇澳鎮也能透過分行端,讓地方特色更廣為人知,吸引更多人加入「認識蘇澳」行列,為共榮蘇澳盡心力。
