自 1980 年代末以來，在台灣社會經濟快速發展背景下，人口高龄化加快、女性勞動參與率提升，以及大學生人數增加等因素，使得來台的東南亞移民工日益增多，對台灣社會經濟文化產生了多方面的影響。然而，在台灣的東南亞移民工至今仍面臨工作環境嚴酷與生活條件惡劣等諸多現實問題。為了解決這些問題，不少維護移民工權益的協會與組織因應成立。尤其是近年來，台灣各地區相繼成立致力於推廣東南亞文化和開展移民課程的文化組織，藉由多元文化的推廣和交融，為邁向更具凝聚力的社會而努力。在眾多為深化移民者（新住民、移工）與原有人口之間相互理解而籌劃的活動與課程當中，部分計畫的宗旨是希望藉由提升新住民的參與和利用包括藝術等媒介

表達的交流機會，來促進移民與台灣社會之間的跨文化對話。從探討參與、培力以及跨文化對話的重要理論出發，本研究旨在探索「燦爛時光東南亞主題書店」所規劃、提供移民族群（婚姻移民、新二代、移工、外籍專業人士）參與的藝術創作課程中所展現的參與式傳播之意涵及其影響力。該課程由「燦爛時光東南亞主題書店」所舉辦。本研究採用質性研究方法，除了進行長期參與觀察，同時並深度訪談四位具有移民背景的參與者與四位台灣工作人員，以深入瞭解參與藝術實踐如何產生培力效果，進而促進跨文化對話。本研究發現，藝術創作課程的較大參與形式，使得參與者可以透過親身經歷或個人觀點為基礎的藝術作品創作過程，生產出具主體性的自我敘述。「參與式實

踐」包括移民參與者參與藝術創作相關的決策過程、課堂上的討論，以及展覽期間座談會與觀衆之間的討論。關於「培力」方面，藝術創作課讓移民參與者在完成課程之後，得以發揮藝術創作的能力，獲得持續參與藝術相關活動的機會，並且進一步從消極旁觀者的角色轉化爲具有動能的業餘創作者。其中，與藝術相關的新機會主要來自於課程參與。最後，藝術創作課程提供創作及展出多元性的機會，進而豐富移民與台灣大眾之間的跨文化對話。新住民所創作的藝術作品為大眾提供了移民第一人稱經驗的新視角，也使大眾獲得關於移民及其族群文化意涵之不同見解。
