數位絲路為中國國家戰略之重點發展目標,其仰賴網路傳輸、通訊科技、人工智慧等數位合作是全球數據治理之一大新興領域,當前國際仍未有一致性的網路空間標準和治理規範,在數據通訊的數位基礎建設上飽受數據所有權、安全威脅、人權隱私和國土安全爭議。中東歐位處連接歐亞的主要橋梁,在數位發展需求上,尚需經一系列理性選擇的政策衡量過程,因此本研究根基於雙邊合作基礎,聚焦於「一帶一路」倡議重要組成之中國與中東歐 16+1 合作機制,從雙邊視角客觀地檢視中國推廣數位絲路所運用的社會認同策略,以及中東歐國家在合作選擇上本體安全感受、物質利益誘因的動態變化。研究結果顯示,中國運用戰略敘事推行數位絲路是社會創造力轉向社會

競爭力策略之始點;而歐盟成員國之中東歐國家與中國在數位經濟領域展開合作的時間序列更早,合作項目也更為多元,惟2018 至 2021 年間,多數歐盟成員國與中國合作關係面臨重大挑戰,國家對安全威脅的感知、政權更迭導致外交策略改變、盟友政策選擇的影響力、國際建制的作用、雙邊經貿連結度、數位經濟水平指標、網路覆蓋率所顯示的發展需求,皆是影響雙邊在數位經濟領域合作上對本體安全感受及經濟利益誘因評估的驅動因素。

在目前包含電信行業在內的全球經濟只有8.6%是循環的,這意味著一年中使用的材料中只有不到10%被回收或以某種方式去做再利用。相較之下91.4%的經濟活動遵循線性經濟的模式去提取原材料、製造產品、消費者使用產品,然後在有限的再利用和回收下將其廢棄。而隨著人類對商品的需求提升,但地球能為我們提供原材料的能力是有限的,這給地球造成巨大的壓力。循環經濟指的是人類在追求經濟發展的同時還須兼顧將資源的利用程度最大化,並避免資源被浪費的可能性且提升產品附加價值及技術。在所有部門和價值鏈中採用循環經濟並盡可能延長產品和材料的使用壽命,並設計廢棄物和污染處理途徑是至關重要的,在過去的研究中,針對電信業循環經濟

這一領域研究的文獻甚少。綜合上述,本研究藉由參考有關電信產業本身發展近況、循環經濟之文獻與國內外標竿電信業者之企業社會責任報告書等相關資料進行彙整,同時依據循環經濟推動方案中的5R基礎與3R理念去做深度訪談的題目設計與發想,以國內主要電信業者進行深度訪談並在訪談後將訪談過程製作成逐字稿記錄以利進行後續研究結果的分析彙整與呈現。研究結果顯示,國外電信業者較為注重的主要項目為手機回收、手機中的SIM卡朝向減少塑膠使用甚至虛擬化、減少紙張、塑膠包裝使用量與對數據機進行翻新的動作。國內電信業者則是在手機回收、減少用紙與數據機翻新,而針對電信業在其營運過程中會產生大量廢棄光纖電纜與廢棄基地台的部分。也在

後續建議了廢光纖電纜之塑膠可轉化為再生油品,而二氧化矽的部分則是當作太陽能級矽原料,以及鍺之下腳料與鍺化合物可以朝向作為製造光纖電纜的原料去做應用與循環再利用。基地台的部分,可以導入國外對於基地台的環保回收計畫之方向去執行。
