在2005年時聯合國首度提出ESG的概念,在2008年金融風暴時開始受到投資人及企業的重視。以美國前3000大市值企業為例,ESG表現越佳之企業受金融風暴的衝擊越小,原因在於企業長期投資社會資產得到投資人的信任,帶動公司的績效維持在一定水準。過去,企業經營只需要重視財務數據,如今,重視ESG 概念的企業,除了擁有透明的財報,也包含穩定、低風險的營運模式,長久的表現也會相對穩健。然而,究竟ESG及永續金融間的關係是什麼呢?永續金融是結合綠色金融、社會金融、ESG投資,意即涵括氣候、綠色、社會等概念,且同時考量獲得資金的公司長期經營能力,是扮演穩定金融系統的重要角色,而ESG是執行永續金融重要的

基石。永續金融現在的經濟體系中扮演著新興的關鍵角色,例如:其可幫助投資人降低投資風險、促進達成聯合國永續發展目標、將現行的經濟模式轉型為低碳模式、提升企業競爭力,以及提高客戶忠誠度等多項益處。本研究藉由文獻回顧過程發現國際上對於永續金融之定義、永續金融產品,例如:永續金融定義模糊、衡量不易、投資報酬率普遍低落等。皆為市場參與者執行影響力投資時遇見的障礙。為明確了解台灣市場執行永續金融之障礙、產品及服務之差異,本研究回顧入選2020年DJSI全球市場指標之金融業推出的永續金融產品、服務,作為本研究的問卷設計參考標的,探討台灣金融業執行永續金融時面臨之挑戰、推出的產品及服務,以及其驅動因素。本研究

問卷發放對象為入圍2021年DJSI的台灣金融業,共11間金融產業,包括5間銀行、4間保險,以及2間多元金融,實際回收數量為3間銀行、3間保險業,共10份問卷。10份問卷中包括不同單位同仁填寫,涵蓋永續專責部門、公關部門、商品開發部門、風控部門。問卷結果分為三個部分來看,第一部分之驅動因素分析發現,企業執行永續金融的驅動因素前三名包括:「提升企業聲譽」、「來自其他利害關係人的壓力(客戶除外)」、「同業競爭壓力」、「優異的投資表現」、「提升企業韌性」為主要驅動企業執行永續金融的驅動因子。第二部分障礙因素之探討,得出四項關鍵障礙因素:永續金融資訊不足、多樣化國際永續報告揭露標準、永續金融定義不清、

投資人以獲利為導向。第三部分實務作法分析,藉由填答者認為該項作為「重要程度」及「執行程度」探討實務上永續金融作為的現況。分析後結果發現,填答者認相對重要的永續金融實務包括:「成立推動永續金融的專責單位」、「將ESG納入授信原則/政策」、「將ESG納入投資原則/政策」、「制定敏感性產業政策/指引」、「發布ESG/永續的投資報告」、「擬定ESG篩選準則/因子」、「發展永續金融的教育訓練」,皆聚焦在企業政策制定、企業內部組織及執行的面向上。從本研究的分析結果來看,可與本研究之目的相連接,從整體金融業的宏觀角度探討其驅動因素、障礙因素,以至到企業內部之作為,每項因素與作法皆牽一髮而動全身,環環相扣。從
